About this tool
Sometimes the dimensions are fine and the file is simply too heavy: an email attachment that will not send, a form that refuses anything over 100 KB, a website that loads slowly because every photo is four megabytes.
This lowers the file size while keeping the picture the same shape and size on screen. Set the limit you have been given and it works down to it.
If a target is genuinely impossible at the original dimensions, the image is reduced as a last resort rather than failing and leaving you with nothing.
Questions
Will it look worse?
A little, and usually not enough to notice on screen. Very small targets on a large photograph will show visible softness, which is unavoidable.
Does it change the dimensions?
It tries not to. Only if the target cannot be reached by quality alone does it reduce the size, and it tells you nothing was possible otherwise.
What format do I get back?
JPG, because that is what compresses predictably to a target size.
