A passport photo has to be an exact physical size at a printable resolution. 35 by 45 millimetres at 300 dots per inch is 413 by 531 pixels, and almost nobody knows that, so people pay a shop to do the arithmetic.
Pick the size you have been asked for and this crops your photo to it at print resolution. Add a white border if the form requires one, and set a KB limit if you are uploading rather than printing.
One honest limitation: it cannot see your face. It crops from the centre, so centre your head in the picture before uploading, with your shoulders visible and a plain background behind you. Check the result against the rules you were given, because those rules differ by country and by document.

Will it remove the background?
